Job Description

About the Agency: The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike. Your Team: The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the Office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to remain safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. The Division of Housing Stability plays a critical role in helping New Yorkers stay housed and thrive in their homes. We work at the intersection of housing finance and human services to make sure that formerly homeless New Yorkers entering affordable housing and the owners who house them have the resources and support they need for long-term housing stability. The Division oversees a significant portfolio of project-based rental assistance, including Continuum of Care (CoC) rental assistance, Section 8 Project-Based Vouchers (PBV), and NYC 15/15. We also lead HPD’s Housing Retention and Stabilization programs and represent HPD on the NYC Continuum of Care Steering Committee. Your Impact: As Director of Housing Retention and Stabilization, you will have a unique and impactful opportunity to support the transition and stabilization of thousands of New Yorkers moving from homelessness to permanent housing. You will safeguard the rental subsidy of thousands of elderly and disabled Section 8 tenants and help scores of supportive housing tenants establish themselves in independent housing while making room for others to leave homelessness and secure the help they need. To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan (ARP) funds to be administered through HOME Investment Partnerships Program (HOME) to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units. ARP defines qualifying individuals or families as those that are (1) homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act, as amended (42 U.S.C. 11302(a)) (“McKinney-Vento”); (2) at risk of homelessness, as defined in section 401 of McKinney-Vento; (3) fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; (4) part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or (5) veterans and families that include a veteran family member that meet the criteria in one of (1)-(4) above. Your Role: Reporting to the Assistant Commissioner of Housing Stability, the Director leads a team of two staff, oversees 4 contractors and one subcontractor, and maintains a network of more than 20 service providers all focused on helping vulnerable New Yorkers keep their housing or move on to more independent housing. You will lead, collaborate and problem-solve across HPD teams, community-based organizations, and other HPD Divisions and City agencies. You will have a significant opportunity to shape how the unit operates, establish policies and procedures, set priorities, and build systems that make the work more effective. Your Responsibilities: Homelessness Prevention for Section 8 Tenants - Administer and oversee contracts with three community-based organizations that serve elderly and disabled Section 8 tenants at risk of losing their subsidy. - Set performance expectations, monitor deliverables and spending, review reports and invoices, and hold providers accountable for outcomes. - Identify service gaps and emerging trends in subsidy loss and use them to strengthen program design, contract scopes, and referral protocols. Supportive Services in Affordable Housing - Maintain and manage a list of qualified service providers, including the criteria and process for adding and reviewing providers. - Review and approve service plans for quality, feasibility, appropriate staffing, and budget to deliver light-touch supportive services to formerly homeless residents of affordable housing. - Lead the review and scoring of new providers through the Request for Qualifications process; refresh the RFQ on a periodic basis. - Design and implement a system to monitor service delivery and track resident and program outcomes. - Assess effectiveness of current model; recommend and implement changes to make it more effective, realistic, and sustainable for providers, developers, and residents. Moving On Initiative - Lead implementation of Moving On in partnership with contracted lead organization, its subcontractor, and five supportive housing providers as well as City partner. - Manage inquiries from press, advocates, and other stakeholders. Across All Programs - Manage procurement, contracting, and budgeting in compliance with City rules, including solicitations, contract registration, amendments, renewals, invoicing, and fiscal monitoring. - Collaborate with City agencies, other divisions within HPD, developers, and providers to align policy, funding, and operations. - Supervise and develop staff and serve as the program's lead representative to internal and external partners. - Prepare reports, briefings, and data analyses for agency leadership and other stakeholders. Your Qualifications Minimum Qualifications: - A bachelor's degree from an accredited college and at least seven years of progressive experience in housing, homelessness services, human services, or a related field, including at least three years in a supervisory or management role. A master's degree in public administration, public policy, social work, urban planning, or a related field may substitute for up to two years of non-supervisory experience. - Demonstrated experience procuring, administering and monitoring government contracts with nonprofit or community-based providers, including contract registration, performance management, fiscal oversight, and corrective action. - Working knowledge of affordable housing, supportive housing, and rental subsidy programs, including Section 8/Housing Choice Voucher rules and the causes of subsidy loss. - Strong analytical skills, including the ability to design and use data systems to track program outcomes and translate findings into practical improvements. - Excellent written and verbal communication skills, with the ability to prepare clear reports and briefings for senior leadership and external partners. Preferred Qualifications - Direct experience with City government, including working across agencies - Familiarity with supportive housing models, the Moving On approach, or housing programs for elderly and disabled populations. - Experience working with affordable housing developers and service providers to structure or evaluate service delivery. - Experience with program design, evaluation, or redesign - Experience managing multiple programs or contracts at once with competing deadlines. Skills and Competencies - Collaborative leader who builds trust with providers, developers, and colleagues in other agencies and divisions - Comfortable balancing compliance requirements with the practical realities faced by providers and tenants - Strong project management and organizational skills - Sound judgment and a commitment to equity and to improving outcomes for vulnerable New Yorkers ADMINISTRATIVE STAFF ANALYST ( - 1002A
