Description: The Compliance Manger is responsible for all multifamily compliance functions including organizing and directing these activities for the Portfolio Management division. The primary responsibility of the position is to oversee all compliance related activity for the operation of the division and all associated activities pertaining to the physical and financial monitoring of the Agency's multifamily portfolio. Requirements: ESSENTIAL DUTIES & RESPONSIBILITIES:Supports the Asset Manager(s) to ensure the multifamily projects and portfolio is operating in compliance with all agreements and current affordable housing requirementsPerform and implement compliance policies and proceduresTrack compliance requirements; specifically, requirements for Bonds and LIHTCConduct management and occupancy reviews to evaluate operational and management practices of the portfolioEnsure Multifamily portfolio projects are in compliance with affordable housing and fair housing law and regulationsResponsible for ensuring that all construction sites that require DAVIS-BACON meet all Federal and local requirements.Assist with the preparation for MOR reviews, LIHTC and State Agency inspectionsProvide regular monitoring of Portfolio and Asset Management department deadlines and workflowResponsible for all reporting requirements and effectively communicating with HUD, and other AgenciesCoordinate with outside contractors to schedule physical inspectionsCommunicate with project owners and management companies to correct physical deficienciesPerform other duties as required KNOWLEDGE AND QUALIFICATIONS:Bachelor's Degree in Real Estate, Business, or another related field from an accredited university or equivalent experience is required5+ years of experience in asset management, property management and/or affordable housing programs, and compliance monitoringUnderstanding of real estate development principles and market forces affecting rental housing construction and property managementKnowledge of laws governing lending and credit practices, housing finance mechanisms and underwriting techniquesExperience conducting property site visits/audits and dealing with property management staffKnowledge of housing and affordable housing programs, guidelines and regulations Ability to perform in-depth financial analysis and make well-supported recommendationsMust possess strong research, project management, organizational, analytical, and math/quantitative skillsMust be able to successfully and autonomously manage projects of a varied and complex natureExcellent communication skills, both verbal and written, and ability to make presentationsMust possess strong working knowledge of all aspects of Microsoft Office Suite, specifically ExcelOTHER CHARACTERISTICS:Ability to work proactively and operate accurately and efficiently in a fast-paced environment with variable deadlinesMaintain high ethical standards of integrity and qualityPIf2020cc9abd2-0797
