Deputy Director, Long Term Services and Supports (LTSS) Institutional Programs MassHealth Office of Long Term Services and Supports (OLTSS) manages a robust system of supports for members of all ages. The Deputy Director of Institutional Programs administers nursing facility and chronic disease rehabilitation hospital programs, overseeing approximately 30,000 nursing facility members and 11,000 hospital members, with an annual cost of over $2 billion. Responsibilities Provide strategic leadership and day‑to‑day oversight for the two institutional programs. Lead development, administration, and continuous improvement of key tools, programs, and initiatives, including the PASRR portal, nursing facility ownership data portal, rate‑setting model, and specialty programs. Ensure coordination and alignment across MassHealth units, sister agencies, and vendors, including MMIS, Claims, IT, OLTSS, CHIA, the Department of Public Health, the Executive Office of Elder Affairs, and contracted partners. Direct program integrity activities, including sanction implementation and corrective action plans. Lead provider engagement with institutional providers, hosting meetings, webinars, and coordinated communications with provider associations such as MSCA, LeadingAge, MHA, and MARCH. Develop and oversee special contracts and interdepartmental service agreements with state and quasi‑state agencies. Advise agency leadership on policy, programmatic, and implementation strategies. Lead regulatory and sub‑regulatory development, revision, and promulgation. Oversee administration of the state’s nursing facility provider tax (user fee) program. Preferred Qualifications Excellent analytical, interpersonal, project management, negotiation, leadership, problem‑solving, and management skills. Significant experience conducting quantitative analysis and presenting information using Excel and PowerPoint. Experience in a health care environment, ideally in institutional fee‑for‑service programs such as nursing facilities and chronic disease rehabilitation hospitals. Background in health care management, contract management, policy, government, Medicare, and/or Medicaid. Knowledge of the Massachusetts LTSS industry. Knowledge of, and experience with, managed care or accountable care organizations. Ability to interpret and draft complex government regulations and policies. Excellent organizational skills, managing time, handling multiple tasks, setting priorities, and working under tight constraints. Strong communication skills; experience with contract drafting and contract management preferred. Ability and motivation to learn quickly and work independently or collaboratively. Ability to delegate effectively, supervise staff, and support staff in reaching their potential. Passion for public service. Discretion, sensitivity, and professionalism in representing MassHealth. Minimum Entry Requirements Applicants must have at least six (6) years of full‑time or equivalent part‑time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management, with at least two (2) years in a project management, supervisory, or managerial capacity.
