Department : PoliceSalary :Commensurate with Experience/Education Description Manages personnel and resources of the University of HoustonPolice Department (UHPD) at the direction of the Chief of Police.Provides leadership in law enforcement, crime prevention, officertraining, and community relations. The principal functional areasof UHPD are patrol; investigations; special services; training;security; communications; records; training and police systems.Pursuant to the State of Texas Executive Order No. GA-48, thisposition researches, works on, or has access to criticalinfrastructure and requires the ability to maintain the security orintegrity of the University infrastructure. This position requirespersonnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government orpolitical apparatus of a foreign adversary might prevent theemployee from being able to maintain the security or integrity ofthe infrastructure. Responsibilities Provides leadership and staff development for all functionalareas of UHPD, including direct supervision of Lieutenants andManagers, as well as functional supervision for all PoliceDepartment staff members through the chain of command. Assists the Chief in developing and administeringdepartmental operating budgets. Ensures compliance with all federal, state and local laws,and UH System and University policies and procedures. Oversees and evaluates the performance of divisionpersonnel. Develop, implement and maintain programs for police personneltraining, career development and continuing education. Investigates complaints against UHPD personnel, issuefindings and take corrective actions in accordance with policiesand procedures. Assists with providing leadership for officer recruitment andselection procedures, hiring and termination decisions inaccordance with University policies and procedures. May serve as liaison to university departments, other lawenforcement agencies, and serves on various standing and ad-hoccommittees. Plan and direct operations to ensure most efficient use ofstaff, facilities, equipment and financial resources. Keep informed of latest innovations in police work,especially those in higher education, and implement the mostappropriate innovations at the university. Performs other job-related duties as needed. Qualifications MQ: Requires a thorough understanding of both theoretical andpractical aspects of an analytical, technical or professionaldiscipline; or the basic knowledge of more than one professionaldiscipline. Knowledge of the discipline is normally obtainedthrough a formal, directly job-related 4 year degree from a collegeor university or an equivalent in-depth specialized trainingprogram that is directly related to the type of work beingperformed. Requires a minimum of seven (7) years of directly job-relatedexperience. All positions at the University of Houston-System are securitysensitive and will require a criminal history check.
