VOCATIONAL REHABILITATION DIRECTOR (Job ID: 50464) State of New Hampshire Department of Education, Division of Workforce Innovation & Bureau of Vocational Rehabilitation Concord, NH 03301 Position #13115 Full-time, 37.5 hours per week Compensation: $40.70 per hour – $55.88 per hour Summary: The Vocational Rehabilitation Director administers the operations of the Bureau of Vocational Rehabilitation, developing and implementing federal and state programs, policies and procedures, authorizing and directing all aspects of program operation to accomplish agency outcomes for individuals with disabilities and business partners, and managing the member relationship with CSAVR and the RSA to ensure program compliance. Responsibilities Plans, develops and authorizes the development of rules, policies and procedures in alignment with WIOA and state legislation for long‑term program administration. Provides leadership to the CSAVR organization and manages the RSA relationship to ensure program effectiveness, representing New Hampshire at CSAVR conferences. Manages and coordinates the Bureau’s internal interactions to plan regional office staffing, human resource allocations, program funding, and organizational objectives. Leads the Interagency Director’s Group within the state One-Stop partner system (NH Works), ensuring partner collaborations align with federal program requirements and contributing to the State Plan as required by WIOA. Monitors operational activities of Bureau components, oversees performance and implements changes, and develops models for and manages the service delivery system with state entities such as Special Education, HHS, DOL, ES, and DRED. Evaluates state and federal regulations, ensuring program services and projects adhere to rules, regulations, and fiscal constraints. Manages and supervises professional staff in developing and implementing program and fiscal policies to accomplish the Bureau’s goals, ensuring timely performance appraisals and appropriate increments, and maintaining accurate job descriptions. Authorizes the release of public information and program data for federal and state budget preparation and legislative relationships. Presents program activities and outcomes to congressional officials to explain goals and procedures and develop cooperative relationships. Minimum Qualifications Education/Experience: Bachelor’s degree and 8.5 years of experience, or an equivalent combination of 12.5 years of education and experience after high school. Must involve rehabilitation, education, personnel administration, business management, or a related field, with at least five years in a management‑level position involving administrative or supervisory duties.
