Phlebotomy Manager Position Summary Under the general direction of the Administrative Operations Director, the Phlebotomy Manager will lead, manage, monitor, implement and supervise testing quality and compliance standards in the Department of Pathology & Laboratory Medicine at BMC. The role manages multiple sub‑specialty sections (Blood Bank & Transfusion Services, Central Receiving Area, Chemistry, Hematology, Phlebotomy, Point of Care / Rapid Response Laboratory) and maintains standards that meet or exceed accreditation requirements from CAP, TJC, AABB, DPH and other agencies. The manager also oversees Lab Emergency Preparedness and Lab Safety initiatives aligned with BMC’s values. Key Responsibilities Provide leadership and oversight of multiple sub‑specialty sections, assuming full responsibility for all laboratory staff within sections. Champion a quality and compliance environment that promotes patient and employee safety and satisfaction. Provide 24/7 call coverage and respond to emails and customer feedback in a timely manner. Contribute to department strategic planning and initiate improvements, new programs, and problem‑solving activities related to specimen transport, equipment, and test assays. Manage fiscal responsibilities: prepare and manage the operating budget, staffing expenses, overtime, capital budget, billing code analysis, return on investment analysis, and revenue integrity including accurate billing and collections. Monitor overtime to meet BMC's goal of Update equipment maintenance and service agreements in collaboration with the Supply Chain department. Collect, analyze, review, and disseminate quality and compliance data for accreditation agencies (CAP, TJC) and internal stakeholders. Follow up on RL6 Incident Safety reports and coordinate timely completion. Report high critical level incidents (STARS) to the Operations Director and prepare monthly Quality Improvement Program (QuIP) reviews. Ensure compliance with all applicable regulatory agencies (CLIA, TJC, OSHA, DPH, HCFA, FDA, AABB, NCCLS). Participate in hospital‑wide QA programs. Support technical staff in managing QC and QA data and maintain updated policy and procedure manuals per NCCLS format. Ensure proper use of safety equipment and adherence to infection control and safety procedures. Enroll in proficiency surveys appropriate for the scope of services, analyze results, and recommend corrective actions. Oversee Human Resources functions: coordinate interview processes, candidate selection, salary recommendation, orientation, counseling, discipline, performance management, and staff attendance documentation. Facilitate technical training, continuing education, and cross‑training programs; develop and implement an orientation and competency testing program for all testing personnel. Communicate regularly with staff through meetings, minutes, and the Laboratory Information System; collaborate with Operations Director, Medical Chiefs, and other hospital managers to achieve common goals. Requirements Education: Bachelor’s degree in Medical Technology, Clinical Laboratory Science, Chemistry, Biology, Biochemistry, or a related applied science. Must include a supervised clinical internship in an approved hospital laboratory. Certification: ASCP, NCA, or equivalent agency certification as Medical Technologist, Clinical Laboratory Scientist, Medical Laboratory Technician, or specialty certification. Preferred agencies include AMT, AAB, HEW, AMT, and ACB. Experience: Minimum 3 years in a clinical laboratory. Supervisory experience in a clinical laboratory preferred. Knowledge of accrediting agency requirements, especially CAP and TJC. Outstanding organizational and interpersonal skills; strong leadership and scientific understanding of the area of charge. Compensation Estimated salary range: $83,000.00–$120,500.00, based on minimum qualifications.
