Position Summary Under the direction of the Vice President of Operations, the Director of Operations and Treatment is responsible for directing and overseeing the reliable supply, production, treatment, storage and distribution of water. Leads the planning, organizing, supervising, reviewing and evaluating staff and activities related to the management of the Operations, Treatment, Health & Safety, SCADA, Control Systems, and Watershed Groups. As the Department Head, he/she organizes, directs, and administers department activities and formulates and implements operating policies and procedures within general administrative guidelines. Performs other work as required. The incumbent is distinguished by his/her responsibilities in strategic planning, analyzing, and evaluating the Company’s overall water operations and health and safety programs. The work involves responsibility for the safe and efficient operation and inspection of all water facilities required to supply, treat, pump, store, and distribute the water. The role requires extensive liaison with representatives of various regulatory and government agencies, as well as with business, industry, community groups, and the public. Specific Responsibilities Has responsible charge over Operations, Treatment, Health & Safety, SCADA, Control Systems, and Watershed Management. Plans, organizes, coordinates, and evaluates a comprehensive water supply, production, treatment, storage, and distribution program. Develops, implements, and monitors company-wide health and safety programs, including training and incident management. Collaborates with various departments to integrate EHS controls into daily operations and long‑term project planning. Regularly evaluates the company’s EHS performance and implements continuous improvement strategies to reduce risk and enhance safety culture. Provides strategic direction and leadership to ensure effective priority setting and resource allocation. Represents the Company in meetings with a variety of agencies and organizations. Develops and recommends policies, procedures, and standards. Takes a leadership role in organizational asset management and health and safety. Establishes and revises operating procedures to meet conditions and maintain acceptable standards in accordance with applicable water quality, pressure, environmental, and health and safety regulations. Develops and manages department budgets. Performs administrative duties including technical and administrative report preparation, establishing work standards and conducting performance appraisals for section personnel, and records maintenance. Leads or participates in interdepartmental task forces and committees. Responsible for energy management and efficiency programs. Responsible for the design, operation, and maintenance of the SCADA system. Works closely with the Capital Planning, Engineering, and Construction groups to develop and execute the Company’s Capital Improvement Program. Prepares written reports and analyses as required. Performs other related duties and responsibilities as required. Required Knowledge, Skills & Abilities Extensive technical competency of legislative decision‑making. Extensive technical competency of planning and budgeting. Extensive technical competency of engineering principles and practices, including design and operation of water production, treatment, storage, and distribution facilities. Extensive technical competency of water chemistry, biology, and bacteriology principles, terminology, and testing procedures. Knowledge of asset management principles and programs. Knowledge of project scheduling and management. Knowledge of administrative principles and methods including goal setting, program and budget development, and employee management. Skill in planning, organizing, and coordinating programs and engineering studies. Skill in developing and implementing effective policies and procedures. Ability to take leadership role, demonstrate initiative, and use independent judgement, particularly in emergency situations. Ability to manage the implementation of system improvements involving coordination between staff, other departments, regulatory agencies, water industry experts, customers, and community groups. Excellent written and oral communication and administrative skills. Required Education and Experience Bachelor’s degree or equivalent in engineering, chemistry, environmental science or a closely related field. An advanced degree is desirable. Four years of administrative or managerial experience supervising professional staff that requires technical expertise in the field of water production, treatment, storage and distribution. Must possess or make satisfactory progress toward possession of the following California Water Resources Control Board Division of Drinking Water certifications: Distribution Operator Grade D5 Water Treatment Plant Operator Grade T3 Other Requirements Possession of a valid California driver’s license with a satisfactory driving record.
